The UN Office on Drugs and Crime / Regional Anti-corruption Initiative Evaluation

The Problem

The UNODC had undertook a joint project with the Regional Anticorruption Initiative in South East Europe, funded by the Austrian Development Agency, which sought to train and engage Civil Society Organisations so that they could become engaged in the UNCAC review process in their country. The project also sought to build the capacity of government officials on anti-corruption mechanisms. As the project was coming to a close, the UNODC and RAI needed an independent evaluation of their work and to gain recommendations and lessons learnt to improve future programming in the region.

The Solution

We developed an evaluation approach which was participatory, multi-stage and mixed method involving a literature review, surveys of beneficiaries and in-depth interviews, involving travel to three of the project countries to speak with beneficiaries and stakeholders. The evaluation resulted in a final report and presentation to key staff and the donors, giving key recommendations on future project improvements, many of which have been built into the new project design.
